Southeast Medina County is brush country. The ground around Devine runs sandy loam over clay, and mesquite comes back on any pasture left alone. Medina County splits along the Balcones Escarpment. North of that line the county climbs into Hill Country limestone and cedar. Devine sits south of it, out on the South Texas plains at about 656 feet. County soil descriptions put this end of Medina County in sandy loam and clay. Post oak, live oak, mesquite and native grasses grow on it.
That mix matters once a bucket goes in the ground. Sandy loam digs easy and drains fast. The clay under it is what holds water, so it decides whether stock tanks and ponds hold or leak. Most groundwater in the county comes from the Edwards and the Carrizo sands. We look at the dirt on the site visit before anyone talks about depth or shape.
Farm ground here has been under irrigation since 1915. That was when gravity flow from Medina Lake reached this part of the county. Vegetables, corn and small grains took over from cotton. That history still shows up as old field ditches, buried pipe and turnouts sitting in pastures. We find them when we grade, and we work around or pull out whatever is in the way.
Most of the land around Devine is farm and ranch ground. Mesquite and huisache take a pasture back if nobody stays after them. Both come back from the root, so cutting the top off buys a season and no more. Clearing mesquite and huisache with an excavator pulls the root ball out with the tree.
We also build ranch roads and pads and cut and fill on acreage. Fill dirt gets brought in where a place holds water. Dirt work on a working ranch has to account for cattle, gates and where the tank overflows. Skid steers handle the tight work along pens and fence lines. Dump trucks bring in caliche and base so a road holds up after a rain.
Old stock tanks are a job of their own. Silt builds up, the dam settles, and the tank holds a fraction of what it used to. We clean tanks out with the excavator, then reshape the dam and the spillway. Spoil gets spread on the place or hauled off, whichever suits you.
Inside the city limits, the Devine Code Compliance Department on South Teel Drive handles it. The city requires a demolition permit for complete or partial demolition of any structure in town. Its construction permits also cover moving a building or changing what it is used for. Outside the city limits you are dealing with Medina County instead.
Before an old house or barn comes down, a licensed asbestos inspector normally surveys the building. Gas, electric and water get shut off and capped ahead of the teardown day. Devine runs its own water, wastewater and gas distribution lines, so a job in town touches city utilities. Once the structure is down, the debris is hauled off and the lot gets graded.
Devine also requires an excavation permit for digging more than 16 inches deep. The city issues that one at no charge. We call Texas 811 for locates before a machine goes in the ground. That holds in town and out on the county roads. Trenching for water and sewer lines gets the same call as a footing or a tank.
Devine sits right on I-35 about 30 miles southwest of San Antonio. Medina County counted 50,748 people in the 2020 census. Census estimates put the county at 56,881 for 2025. Much of that is people who want acreage and a small town within driving distance of the city.
New houses go up on tracts outside town along the county roads and the farm to market roads. Most of them need brush knocked back, a pad built and a driveway cut before a slab goes in. Septic out there is a county matter. The Medina County Environmental Health and Floodplain Administrator in Hondo issues the on site sewage permits.
That same county office is the floodplain administrator and works from the 2020 FEMA maps. Inside the city, Devine issues its own floodplain development permits. If a tract touches a mapped flood area, that gets settled before dirt moves. We come over from the Pleasanton yard on TX-173 north out of Jourdanton, a little over 30 miles.
