Site preparation is the dirt phase of a build. It starts with a raw lot and ends with a pad the slab can sit on. We do site prep for builders, developers and commercial property owners around San Antonio. Clearing and grubbing, cut and fill, pads, grading, drainage and erosion controls all sit in that phase.

Site work starts with the survey. A licensed surveyor sets the stakes and the plan sets the grades. We cut the high side of the lot and move that dirt to the low side. Where the plan allows, the site balances. Dirt that will not work under a slab goes out on our dump trucks.
A building pad goes in a layer at a time. We spread select fill in lifts and compact each lift before the next goes down. The plan and the geotechnical report set the lift thickness and the density target. On commercial jobs a testing lab reads the density as the pad comes up.
Grading happens twice. Rough grade brings the site close to plan. Finish grade is the last pass, where slopes get cut so water runs the way the engineer drew it. When a site does not balance, select fill and caliche come in on our dump truck hauling.
Past a certain size, dirt work pulls in the state stormwater rules. TCEQ requires construction stormwater coverage once a site disturbs an acre or more and drains to surface water. One acre to just under five is the small tier. Five acres or more is the large tier. A single lot inside a bigger development can count, because a common plan is measured as a whole.
The filings belong to whoever is named as operator, usually the owner or the general contractor. A stormwater pollution prevention plan has to be in place before construction starts. Inside the city, Public Works also reviews storm water plans for new construction. Your engineer normally handles the paperwork and we build the controls it calls for.
North and northwest of the city the ground sits over the Edwards Aquifer recharge zone. TCEQ runs a protection program there, and its county list takes in Bexar, Comal and Medina. In the recharge zone a water pollution abatement plan has to be approved before regulated work starts. Clearing and excavation that changes how a site takes in water counts as regulated work. Zone lines and rules change, so confirm your parcel with TCEQ or your engineer.
San Antonio keeps growing. Census estimates put Bexar County up about 6 percent between 2020 and 2024, and Comal County up about 25 percent. That growth turns into subdivisions, retail pads, warehouses and schools. Every one of them starts as a dirt job.

On most sites the trenches come before the pads. Water, sewer and storm lines go in while the ground is open, which is underground utility work. Then the pads come up and the parking lot subgrade gets shaped and proof rolled. We hand the site over at final grade.
