Pipe is the part of a job nobody sees until it fails. Water lines, sewer lines and storm drains go in before the slab, the drive or the parking lot. Most of this work is a trench, a pipe and a good backfill. We cut the trench to the depth and the line the plan calls for. The pipe sits on bedding material, not on rock or lumps of clay. Then the trench comes back up in lifts, compacted as it goes.
Sewer runs on grade, so the fall matters more than anything else. We shoot the line, set the pipe to it and check it before the trench closes. Water lines care less about slope and more about cover and thrust. Sewer line replacement runs the same way, with the old pipe pulled and the new one tied in.
Utility work is where this company came from. For decades the jobs were storm systems, water and sewer lines and excavation for cities, counties, schools and the military. Public jobs run off plan sets and inspections, and private jobs here get the same treatment.
Yes, and the law is specific about it. The Texas Utilities Code counts almost any powered digging as excavation once you disturb soil 16 inches down. Trenching, boring, grading and backfilling are all named in it.
The ticket goes in ahead of the work. The code allows it no earlier than 14 days out and no later than 48 hours before. Weekends and legal holidays do not count toward that window. We file it, the operators mark their lines, and we dig to the marks. Holding a permit or an easement does not take the place of that call.
Water and sewer lines are Class B facilities under that code. The notification center warns that they may not get your ticket at all. Electric, gas and telecom usually respond. We open those areas slowly and dig by hand where marks look thin.
Storm work moves water off the site and into something built to take it. That means inlets, pipe, headwalls and the grading that feeds them. On a commercial site it often ends at a detention pond.
Driveway culverts come with a permit question. A drive that ties to a state highway needs a TxDOT access driveway permit. The property owner or their representative applies for it. TxDOT also wants any drainage impact on the highway coordinated before local approval. On a county or city road the local office says what size pipe goes in.
Work in a San Antonio street adds its own paperwork. Public Works requires a permit before anyone excavates or uses the right of way. The city's Utility Excavation Criteria Manual sets the technical standard for that work. On SAWS permits that call for it, a SAWS inspector has to accept the sewer connection.
