Seguin is growing about as fast as any town in the San Antonio area. The city counted 27 residential subdivisions under construction and more than 17,000 homes in the pipeline. Pasture off State Highway 46 and FM 725 is turning into lots at Arroyo Ranch and Hiddenbrooke. Ground like that gets cleared, cut and filled long before the first slab is poured. Older parts of town have the opposite job: a tired house or a cracked slab that has to go.

Soil surveys describe Guadalupe County ground as dark calcareous clay in the northwest. It shades to fine sandy loam toward the southeast. Seguin sits between the two, with river bottom along the Guadalupe. The USDA even named a soil series after the town. The Seguin series was mapped in Guadalupe County, in the flood plains of the Guadalupe and San Marcos Rivers.
That river soil is a silty clay loam built from limestone and shale washed downstream. It runs 40 to 60 percent calcium carbonate, so it behaves differently than heavy black clay. The prairie clay is the one that moves. It swells when it rains and shrinks in a dry August. That is why a pad here goes in as lifts.
So the dirt work changes with the tract. Select fill gets moisture conditioned and rolled in thin layers over clay. River bottom ground usually needs the drainage worked out before anything sits on it. We look at the dirt before we price the job.
Inside the city limits, the City of Seguin Planning and Codes department handles permits and inspections. The city building code calls for a permit to construct, enlarge, alter, repair, move or demolish a structure. Applications go through the city online development services portal. Ask that office what your address needs before a machine shows up.
Outside the city limits, Guadalupe County Environmental Health on IH 10 West in Seguin is the office to call. It issues on-site sewage facility permits and floodplain development permits. A septic system needs an authorization to construct before work starts. The county acts on that application within 30 days. If a tract sits in the 100 year floodplain, the septic permit waits on the development permit.
The county floodplain manager runs a five step process. A site inspection comes up front, then field inspections during the work. Once the permit is issued, construction has to start within 180 days. A TCEQ-licensed installer sets the septic system and permits it. Same idea on water and sewer lines. We call Texas 811 for locates before the bucket goes in the ground.
The 2020 census counted 29,433 people in Seguin. The city says census estimates put it near 38,800 by July 2024, a jump of about 32 percent. That growth shows up as new streets off Highway 46, Martindale Road and the Highway 123 Bypass. Arroyo Ranch, Hiddenbrooke, Navarro Oaks, Navarro Ranch, Nolte Farms and Cordova Crossing are all part of that wave.
A subdivision tract mostly starts the same way. Fence lines and brush get cleared and grubbed, then the dirt is cut and filled to the engineer plan. Building pads go in as select fill, placed and rolled in lifts. Then come the rough grade, the drainage, the erosion controls and the parking lot subgrade. That is ordinary site preparation, and it is most of what a builder needs before walls go up.
Seguin runs on manufacturing too. The city economic development office says Seguin has more manufacturing jobs per person than any city in Texas. Plants and distribution buildings line Interstate 10, US 90 and the rail. Those commercial sites need the same clearing, cut and fill, pads and storm drainage as a subdivision. From our yard in Pleasanton it is I-37 north to San Antonio, then I-10 east to Seguin.
Seguin has a long main street and neighborhoods older than most in the county. Some of those lots are worth more empty than they are with the house standing. A teardown runs in a set order. The city permit comes first. A licensed asbestos inspector surveys the building where the rules call for it. Then gas, electric and water get capped.
After that the excavator goes to work. Walls come down, the debris is sorted and loaded, and the dump trucks haul it off. The slab and the footings come out with it. What is left is a graded lot you can build on or sell.
Out on acreage the job looks different. Ground near the river and the creeks grows water tolerant hardwoods. The drier pasture carries mesquite, brush and grasses. Brush gets mulched in place or hauled off, and stumps come out with the excavator. Stock tanks that silted in get cleaned out on the same trip.
